Russia says Ukraine resumed refinery strikes with drone attack in Samara region; Russian strikes leave more than 350,000 without power around Dnipro

Russian Deputy Prime Minister Alexander Novak said a Ukrainian drone attack on the Novokuibyshevsk refinery ended a pause in strikes on refineries, which the Wall Street Journal had reported followed US pressure. Ukrainian officials said Russian attacks cut power to more than 350,000 consumers in the Dnipropetrovsk region.

Ukraine resumed drone strikes on Russian oil refineries with an overnight attack on facilities in the Samara region, Russian Deputy Prime Minister Alexander Novak said on Friday 30 October. A fire broke out at the Novokuibyshevsk refinery after a suspected Ukrainian drone attack, CNBC reported. Ukraine did not comment on the strike in the reports cited.

Kremlin spokesman Dmitry Peskov said the refinery attacks did not jeopardise planned three-way peace talks with Ukraine and the United States, Interfax reported.

On Thursday the Wall Street Journal reported that Ukrainian long-range strike units had been told in mid-October to put the refinery campaign on hold, after pressure from the Trump administration, until after the 3 November US midterm elections. Reuters said it could not immediately verify that report. President Donald Trump has blamed Ukrainian strikes on Russian energy sites for high fuel prices.

In Ukraine, emergency power cuts were imposed in Dnipro and the Dnipropetrovsk region early on Friday after Russian attacks, energy company DTEK said. Regional head Oleksandr Hanzha said more than 350,000 consumers were left without power as of Friday morning. President Volodymyr Zelensky said in his Thursday evening address that Ukrainian intelligence had information on Russian preparations for new ballistic missile attacks and urged allies to supply more air defence interceptors, especially for Patriot systems.

Background

Russia and Ukraine have repeatedly struck each other’s energy infrastructure. An “energy ceasefire” announced by Trump on 11 October did not hold, CNBC reported. See also: Russian drone strike on Dnipro railway station.
