European Parliament adopts its position on the 2027 EU budget, seeking €1.17 billion more than the Commission proposed
MEPs voted 400 to 189, with 84 abstentions, for a negotiating position of about €194 billion in commitments and €203.3 billion in payments for 2027. Talks with member governments in the Council are due to start on 3 November, with a 16 November deadline.
The European Parliament on Wednesday 21 October adopted its negotiating position on the European Union’s 2027 budget, the last annual budget under the 2021–2027 long-term financial framework. The resolution passed in Strasbourg by 400 votes to 189, with 84 abstentions.
Parliament’s position sets about €194 billion in commitments and €203.3 billion in payments, 2eu.brussels and the Cyprus News Agency reported. It seeks €1.17 billion more for EU programmes than the European Commission’s original draft and aims to reverse cuts proposed by member governments in the Council, according to 2eu.brussels.
Proposed increases include about €260 million for transport and energy infrastructure, €96 million for Erasmus+, €85 million each for the agricultural guarantee fund (including €20 million for young farmers) and the LIFE environment programme, €80 million for civil protection, €63 million for Horizon Europe research, €50 million for EU4Health, €40 million for humanitarian aid and €20 million for military mobility.
MEPs also want dedicated mechanisms to cover the cost of NextGenerationEU recovery debt and the financing costs of the Ukraine Support Loan without cutting existing programmes, 2eu.brussels reported.
The figures are not final. The first conciliation meeting between Parliament and the Council is expected on 3 November, with a deadline of midnight on 16 November. If no agreement is reached, the Commission must present a new draft. The general rapporteurs are Nils Ušakovs (Socialists and Democrats) for the Commission section and Michalis Hadjipantela (European People’s Party) for the other sections.
